CommCheck
® is a wing-level survey tool, designed to give leaders, PAs and SARCs intel on what's working and what's not in their communication with Airmen.

Since 1999, Dr. Steve Everett and the Everett Group team have conducted surveys for SAF/PA and Headquarters Air Force on "Where Airmen Get Information."  These "WAGI" surveys, done every couple of years, are always highly anticipated because of the great value communicators get from knowing where Airmen go for information, which sources they believe and trust, which messages are finding their targets and, more important than ever, how Airmen are using new media technologies to stay informed.

Over the years many wing PAOs and others have asked whether we could break out just their own wing's WAGI data from our "Big Air Force" surveys.  Unfortunately we couldn't do that because of the small sample size from any given wing.  PAs had to take overall USAF findings and assume their wing Airmen were "average."  That's not always the case, of course.

NOW, by using CommCheck, wing leaders can obtain base-level WAGI data, with no assumptions required about how their Airmen differ from most others.  CommChecks will DOCUMENT for wing communicators how their own  Airmen are unique -- and how best to create and deliver key messages from wing leaders that will resonate with Airmen and be internalized.

 

What the regs allow...

AFI 38-501 states that "single base surveys initiated by the installation or unit commander only on issues under his or her control" are exempt from oversight under the Air Force Survey Program.  That means  your wing doesn't need to submit a request for survey review and approval and issuance of a "Survey Control Number" so long as you adhere to the limitations stated in the AFI.

CommCheck is designed with those rules in mind.  The Everett Group doesn't conduct the wing survey - the wing commander does.  Your wing licenses the use of our CommCheck tool for one survey, but we support your use of the tool every step of the way.  We analyze the data collected by the tool during your survey, and we prepare a comprehensive presentation of survey findings for you.  We also deliver the raw results to you -- because it's the wing's survey, not ours.

We created CommCheck with another governmental regulation in mind - the "micro-purchase threshold" for procurements.  The Federal Acquisition Regulation states that purchases below $3,000 (the current threshold) can be made by government agencies without any contracting office involvement.  There's no need for bids, no lengthy process.  In fact, you may charge the CommCheck licensing fee to a Governmental Purchase Card if you wish, because it falls below the threshold.

CommCheck delivers insight on how effectively wing leaders are communicating with their Airmen overall and, because of current emphasis, on Sexual Assault Prevention and Response (SAPR).  You also have the ability to customize CommCheck questions to tap into wing-specific matters to gauge how well leadership is communicating with Airmen.

Once we have a number of wings subscribing to the CommCheck product, we will be able to provide comparative baseline data in our reports, showing you how your wing stacks up against the "overall average" of all participating wings.  There's no additional charge for this analysis.

While a single CommCheck survey delivers a great snapshot of communication effectiveness at your wing, it's even more powerful when used to measure progress over time.  Your wing could conduct CommChecks every six months, for example, to track ongoing communication performance.  The tool also could be used as a before-after assessment of communication campaign effectiveness, if wing leadership is mounting a focused effort to drive home certain messages or topics.  Again, there's no additional charge for any analysis across time -- so long as you conduct CommCheck surveys, the Everett Group will update and help you interpret trends as part of our ongoing, indefinite support.

When you use CommCheck to survey your wing's Airmen,  you're enlisting a deeply experienced research team with many years of Airman audience assessment.  The Everett Group's researchers have conducted several hundred focus groups and more than one hundred surveys with Airmen worldwide.  Much of that research supported the "Where Airmen Get Information" (WAGI) surveys, and the research team built our WAGI experience into the CommCheck tool.

We will deliver the same caliber of analysis and reporting for your CommCheck data as we've provided Headquarters Air Force for its large-scale research projects -- but at a fraction of the cost.

Quality, cost-efficient audience data

The basic version of CommCheck includes questions assessing general information-seeking preferences and behaviors for your Airmen (noted as "M" questions in the item pool).  The licensing fee to use the CommCheck tool, loaded with the "M" questions, is $1,600.  As mentioned above, you receive unlimited analytic and interpretive support, along with a comprehensive PowerPoint briefing deck reporting out all survey results, as an added benefit of licensing the tool for your survey.

If your wing leadership wishes to include questions on SAPR in the survey (the "S" questions), the total licensing fee is $2,400.  Regardless of the questions you choose, the fee for using the CommCheck tool will never exceed the micro-purchase threshold, so the procurement process couldn't be easier -- the fee can be charged to a GPC, if you wish.

We have pressed hard to bring the CommCheck tool on-line while there still may be end-of-year funds available to you.  Once a wing licenses the CommCheck tool, you may field the survey at your own convenience knowing there's no expiration date for that one-shot license.
